Could someone start up an airline and hire another company, ie. Republic Airlines, to do all the flying for them? Currently all these regionals are used to feed the jets of a huge airline, but could they be utilized differently?

I can only speak from a European standpoint and the answer here would be no so I assume it would be the same in the USA.

The reasons being,,,, well it would take me forever to go into them all of which are very complicated and technical.

You can start up an airline and lease in other airlines aircraft and crews but it has to be operated under your license with you bearing all financial and legal obligations to passenger and crew.

Many regionals prefer to do what they are doing by supporting the lower yield routes as feeder services for the mainline carriers and they can earn a lot of money by doing this more that they will operating in their own right.

Yes the model can be changed and many have done so. Look at FlyBE in the UK. They are a regional carrier but are now one of the largest in Europe operating 72 aircraft into out of many smaller airports in the UK.

It depends on your definition of what is an airline. Usually, possession of an air tranport operator certificate(Similar to what captain bill described as a license) differentiate whether it's a true airline or a private company engaged in some type of air transportation businesses.

Theoretically, I can do all the followings(Unregulated areas) myself:
1. Register a travel business company(May require non-air travel specific travel agency certificate)
2. Create a trading name+brand
3. Build a killer website for mkting+promo+reservation+e-ticketing and start to sell tickets to anyone.
4. Enter into a contract with an existing airline(e.g. Republic or Piedmont) which already has air transport operator certificate+route authorities to provide pax flying services and assume all tranport-related liabilities and allow use of advertising space on aircraft.
5. Paint my company's trading name+brand(e.g. ABC Airline)
onto the fuselage+tail.
6. Enter into a contract with an airport terminal pax handling company that not only ground handle my pax but also allow my logo to appear on dedicated check-in areas and departure lounge.

With all of the above activities, does my registered travel company count as an airline? For the avg pax, my company certainly will look like an airline.

Even if you are working for Republic or Piedmont or whoever you will still need insurances. The aircraft need to be insured and you will also need public and employee liability insurances which don't come cheap. You will need to satisfy the licensing authority that you have type rated engineers or you are contracted to a licensed aircraft engineering company for maintenance.

There are a million and one other little things that all cost money like your own personalised life jackets for identification in the event of a crash over water.

It is not an easy nor cheap thing to start up an airline as so many have learned to their cost and if it all ends in tears you will be left with nothing.

If I remember correctly someone once asked Sir Richard Branston how do you become a millionaire by starting an airline (Virgin) and I think his answer was, You start with a billion and work from there! As we all know now the Virgin brand is known throughout the world but I think Sir Richard would be the first to say it wasn't easy.

Sorry but here I go again.

It was made easy for Virgin than it was for other carriers. I remember when at BCal application was made to move existing routes from LGW to LHR and the answer was NO. Hence the reason BCal had to sell out to BA BUT Virgin were not only allowed to move their existing routes but BA had to surrender slots and routes to them.

Yes I do know all about the BA offensive against Virgin and it was not a happy time but he that is without sin can cast the first stone.

Captain bill i think you missed the question in the beginning. Virgin didn't start an airline the way I am asking about.
