well that depends what aircraft you want to see
Most trans-atlantic are morning
Most far eastern flights are evening
European traffic varies all day
British Airways is like a plague (about 10 in a row). But that is only because they base all traffic in the south east with the common belief that this allows them to call themselves British Airways.
This is especially the case now with the sale of BA Connect. But to be honest i really could careless because once BA are out of Manchester and Birmingham then there will be more routes operated by European airlines
To answer the question though there really isn't a busiest time at LHR as aircraft are arriving and departing all the time. They really could do with a new location or at least a new runway (just a question of where to site it really).

If you plan to visit LHR you should bear in mind that LHR have a preplanned rota for which runway they will land on each day, then at 3pm each day they switch runways.
The only time this does not apply is when you get a east wind, then they only use 09L.
I find the most interesting time is from late afternoon onwards, when the far eastern flights arrive, so you need to visit around the 21st June the longest day to get the most from visit

thanks for the answers i am going to los angeles at 18th december and i am connecting at lhr. my flight arrive at 13:25 from sweden and my flight depart at 15:10 to los angeles. i have some time to spotting. I am returning to sweden from 7janyary from los angeles and arrive in sweden in 8th january.
is 20:45 8.45PM a busie time at lax in 7th january

Personnally I thing a great time to go is on Saturady afternoon at around 1.30pm. Great variety of planes, i usually stay till light stops plays.
I usually see
ANA, JAL,Royal Jordanian Airlines, Tunis Air, Kuwait Airways, Turkish, TAM, Turksmenistan Airlines, BIMAN, Air China, Syrain, PIA, Air New Zeland, Singapore Airlines, KTHY, Aeroflot, Pulkavo, Egyptair, Sudan Airways, DHL, Uzbekistan Airlines, Korean just to name a few!!
Hint- Pick the right saturday:)
Usually you do get a good variety of planes landing and taking off at this time and you will catch the 3pm runway swap.
