New Regional Airline in Northern Thailand?

I am residing in Northern Thailand, CEI. We have a very nice but very unused INTERNATIONAL AIPORT, with full customs, immigration etc services, but at present NO INTERNATIONAL and very limited DOMESTIC services.
Therefore it is my idea and aim to start a regional airline, full service, out of CEI.. e.g. serving LPQ, MDL, RGN, HAN, DAD, SGN, PNH, REP, KMG, JHG and some domestic service within TH.. to CNX, NNT, MAQ, PHS..
The runway at CEI is capable of B747 but most of my desired destinations can handle everything upto A320/3121 or AR1 for some domestic destinations. But the payload would be problem as CEI does not have huge passenger base.. So I rather go for AR7... abt 70 passengers, single class or may be even have small Biz Class 8 seats and Eco Class 60 seats..
I am eyeing right now the 3 AR7 aircraft ex TK.. which are stored at STN...
Does anybody in TH or who has knowledge of local aviation scene here could give me input abt this idea?
