Basically that recently, spotters in CDG are now part of the security ring, and not only are they allowed to photograph, but are also in contact with the local authorities in case someone acts strange. Please note that I also don't speak too much French (or even English) so perhaps anyone feeling more comfortable with both languages can give a more accurate translation.

As far as I got it, Spotting is allowed but you still need a prefectoral autorisation so that they can distinguish spotters from others. I experienced that in august when I was told that I couldn't spot without an autorisation. I think that you can receive this autorisation by writing to the local police authorities but I am not sure.
