Hello Peter
At Luton you need a car for the best place to spot, which is on the opposite side of the runway from the terminal by the crash gate, good here also for photos.
The area by the Flying Club has now got concrete blocks in front of it. Its ok to stop here quickly to check the biz by the hanger etc, but if security come you will be moved on.
At Heathrow, if you just want to spot, still the best place is by the Visitors Centre on the perimeter road. While the actual centre is now closed, its fine to use the car park, £1.00 per hour or £7.00 for the day. If you want photos, be prepared for a long walk, go along the perimeter road to the end of whatever runway is in use and you should be ok. The police sometimes check you out, but generally its alright. Don't though try to park anywhere on the perimeter road. If you don't want to use the visitor centre, try the Hatton Cross underground car park.

update for lhr,a good place for landings and photos is myrtle ave off hatton road near to hatton cross underground station.best to park near duke of wellington pub on the hatton road and walk down to the end of myrtle ave where there is a grassed area.no good if raining.
